If a Starfield mod has both plugins (ESM files) and loose files, Vortex will only install the plugins and not the loose files. However, if you already have plugins.txt working and you're on Gamepass then you already have that bink2w64.dll renamed to bink2w64Hooked.dll and the bink2w64.dll in your Starfield folder is the modded one.
